  1. Heat oil, add whole spices and bay leaves.
  2. Add mutton pieces and sear on high heat.
  3. Add Kashmiri chilli powder and dry ginger. Stir well.
  4. Add yogurt gradually, stirring continuously.
  5. Add fennel powder and salt.
  6. Add water, cover and slow-cook for 60-70 minutes.
  7. Cook until oil rises to the top and gravy thickens.
  8. Serve with steamed rice or naan.
