  1. Temper mustard seeds, curry leaves, turmeric, and asafoetida in oil.
  2. Add ginger-garlic-chilli paste and sauté, then fold into mashed potatoes with salt.
  3. Shape into smooth balls and rest for 10 minutes.
  4. Make a thick batter from besan, baking soda, salt, and water.
  5. Dip each vada in the batter and deep fry until crisp and golden.
  6. Slit pav, toast with butter, smear with garlic chutney.
  7. Place a vada inside, top with a fried chilli, and serve hot.
